PRACTICE OF ENSURING THE QUALITY OF HIGHER EDUCATION IN FOREIGN COUNTRIES AND IN UKRAINE: A COMPARATIVE ANALYSIS

Summary. Intriduction.The article examines the progressive experiences of developing national policies for educational services and ensuring quality in higher education in leading international education markets, specifically, USA, Germany and. Austria. It traces the implementation of quality assurance policies and strategic management in higher education in these countries. The study emphasizes the integration of theoretical knowledge and practical skills, as well as methods for monitoring student achievements. A comparative analysis highlights the importance and necessity of applying positive international experiences within the Ukrainian educational system. The article identifies promising directions for further educational research and training programs in Ukrainian higher education institutions.
Purpose of the Article.The purpose of the article is to comprehensively analyze the best practices in forming national policies for exporting educational services and developing international higher education in leading countries. This analysis aims to provide insights that can help Ukraine enhance its competitiveness in the global education market and improve the quality of its human capital.
Research Methods.The study employs several research methods: analysis of State Innovation Policies: examining policies related to educational innovations; comparing domestic and foreign research on educational innovations;studying innovative practices in Ukrainian universities using abstraction and concretization.
Results The article demonstrates the significance of innovative educational activities in higher education institutions as a factor in providing high-quality educational services. It proposes a chronological sequence of stages in the innovation process.
Originality.The article reveals the influence of internationalization on bringing innovative educational activities of domestic universities to the international level. It studies and generalizes the experience of innovative educational activities at the Kyiv National University of Technology and Design in providing educational services to Chinese students at the Kyiv Institute of the Qilu University of Technology.
Conclusions and Suggestions. The article concludes that higher education institutions in Ukraine should optimize innovative educational activities by considering the latest academic achievements and trends in the context of integration. It suggests that foreign experience in ensuring the quality of education and strategic management differs in approaches and models but shares a common goal of quality improvement. The comparative analysis shows common features between the higher education systems of Europe, the USA, and Ukraine, indicating a high rate of integration of the national higher education system into the global context.
